Government today accorded sanction to the constitution of a departmental level committee for solarisation of Government buildings of Public Works (Roads and Building) Department.
An order issued in this context said, “sanction is hereby accorded to the constitution of a department level committee, comprising Secretary Technical/Engineer-in-Chief, PWD as chairperson, for taking decisions regarding the tendering process, RESCO model of implementation, viability gap funding and methodology of payment to the developer for installation of the rooftop solar power plants on buildings of PW(R&B) Department.”
As per the order, Director Finance PWD, Director Planning PWD, Chief Engineers, MED Jammu/Kashmir, Chief Engineers PMGSY Jammu/Kashmir, Chief Engineers R&B Jammu/Chenab Valley/Pir Panjal/Central Kashmir/South Kashmir/North Kashmir, Chief Engineer DIQC, representatives of JAKEDA/REC/NHPC, representatives of DISCOMs (KPDCL/JPDCL), and Executive Engineer, Electrical PWD, Jammu/Kashmir shall be the members of the committee while Superintending Engineer Technical in EiC Office shall be the Member Secretary.
The order said that the committee shall monitor and supervise the mission of solarisation of all Government buildings in the Department for accelerated solarisation to attain saturation by or before December, 2024 as directed by the Prime Minister’s Office (PMO).
The committee shall advise on innovative ways for resource mobilisation for successful implementation of the project in RESCO/Capex/Hybrid modes. They shall suggest source of funding through Finance Department/MNRE and other funding agencies like REC/other financial institutions, the order said.
It added that the committee shall also recommend decisions regarding the RESCO tender and identification of executing agencies besides identifying viable buildings and collect all major parameters like availability of rooftop evacuation network, the total electricity load, sanctioned connected load as well as revenue budget spent on electricity bills to be shared with JAKEDA.
The committee shall also nominate Estate Officers/Incharge Officers for major buildings where RESCO/Capex/Hybrid model shall be implemented.
It has been further ordered that the progress of the solarisation shall be shared with the Secretary to the Government, PW(R&B) Department and Science and Technology Department/JAKEDA on fortnightly basis.
