Government doctors in Uttarakhand allowed evening practice.

Dehradun. The Uttarakhand government is set to take a major step aimed at strengthening public health services and providing better treatment to patients. Preparations are underway to allow government doctors to conduct private practice within government hospitals during the evening hours. The government believes this arrangement will make it easier for patients to access specialist doctors and will improve the quality of healthcare services in government hospitals.
However, this facility will be granted to doctors subject to certain conditions. The government has clarified that the aim of permitting private practice is not to provide an extra perk to doctors, but to ensure better treatment for patients. Adherence to the prescribed rules will be mandatory.
Practice Must Be Conducted Within Government Hospitals
Under the new system, government doctors will be able to provide their services within government hospital premises during the evening. They will not be permitted to run private clinics outside the hospital grounds. The government’s objective is to enable patients to access specialist doctors at a single location, eliminating the compulsion to visit private hospitals.
The Health Department notes that even where specialist doctors are available in government hospitals, patients often face long waits due to time constraints. Introducing an evening OPD will provide patients with more time slots and expand treatment availability within the hospitals.
Permission Subject to Three Key Conditions
The government has laid down certain important conditions for the doctors. The first condition is that doctors may only charge a fixed, nominal fee. This aims to ensure that even economically disadvantaged patients can avail the services of specialist doctors.
According to the second condition, if a patient requires surgery, the procedure must be performed within the government hospital itself. Doctors will not be permitted to encourage patients to seek treatment at private hospitals.
The third key condition is that doctors should avoid prescribing medicines available only outside the hospital. The emphasis will be on maximizing the use of medicines and facilities available within the hospital to prevent placing an additional financial burden on patients.
Efforts to Improve Health Services
Issues regarding the shortage of doctors and the availability of specialists have long been a concern in Uttarakhand. Patients in hilly and remote areas often have to travel to major cities to access specialized medical treatment. The government believes that the implementation of this new system will lead to an expansion of specialist services in government hospitals.
According to Health Department officials, many doctors—despite possessing the necessary experience and expertise—are currently unable to attend to patients outside of their standard duty hours. This system will allow the general public to directly benefit from the doctors’ specialized skills.
Helping to Address the Shortage of Doctors
Retaining doctors in government service has been a significant challenge for the state; many often leave for the private sector in pursuit of better opportunities. The government hopes that permitting private practice will incentivize doctors to remain within the government healthcare system.
However, the government is also preparing to monitor the system to prevent misuse. Action could be taken in response to complaints such as overcharging patients, referring them to private hospitals, or prescribing medicines that must be purchased externally.
Patients to Benefit from Specialist Doctors
Patients are expected to be the primary beneficiaries of this new system. The services of doctors already employed in government hospitals will now be available for longer periods. This will alleviate pressure on Outpatient Departments (OPDs) and ensure timely treatment for patients.
It will provide particular relief to patients who cannot afford the high costs of treatment in private hospitals. Access to specialist doctors at lower fees will make healthcare services more affordable and accessible.
Government Likely to Issue Guidelines Soon
The Health Department is currently formulating the rules and procedures for implementing this scheme. A final decision will be reached after considering the doctors’ consent, hospital capacities, and the interests of the patients.
The government states that this move could prove significant in strengthening the healthcare system. However, the scheme’s success will depend entirely on its proper implementation and the effectiveness of the monitoring mechanism.
