Lucknow. The Yogi Adityanath government of Uttar Pradesh has taken a significant step towards providing better, faster, and modern public amenities to the state’s citizens. Following strict directives from the Chief Minister, the administration has officially initiated the process of making far-reaching amendments to the ‘Development Authority Building Construction and Development Bye-laws’ and the ‘Model Zoning Regulations-2025’.
The primary objective of these proposed amendments is to give a new dimension to the state’s urban development, strengthen healthcare infrastructure, and ensure easy access to essential civic amenities for the general public while maintaining environmental balance.
New Avenues for Development in Green Belts
One of the most significant decisions under the proposed changes concerns ‘Green Belt’ areas. Until now, extremely strict restrictions were in place regarding any form of construction or public utility development within green belts.
Once the new amendments are implemented, it will pave the way for the construction of essential public, community, and utility facilities in green belt areas without harming the environment or green cover. This will enable the planned utilization of vacant green belts surrounding cities and allow local residents to access basic amenities close to their homes.
Hospitals Granted ‘Small-Scale Industry’ Status
To attract major investment in the healthcare sector and make medical treatment more accessible, the government has introduced another historic proposal. Under this plan, hospitals with a capacity of 50 beds or more are set to be included in the ‘Small-Scale Industry’ land-use category.
This decision will provide an unprecedented boost to the healthcare sector in the state:
- Easier Land Allocation: It will pave the way for acquiring land at industrial and concessional rates for setting up hospitals.
- Single-Window Clearance: Classification under the ‘Small-Scale Industry’ category will significantly reduce the time required for map approvals and obtaining various government clearances.
- Expansion of Healthcare Services: It will accelerate the construction of hospitals with 50+ beds, equipped with modern medical facilities, even in the state’s small and medium-sized cities. Employment Opportunities: The construction of new hospitals will generate lakhs of new direct and indirect jobs for doctors, paramedical staff, administrative personnel, and other support services.
State-Level Committee Constituted to Address Objections and Suggestions
The government had invited objections and suggestions from the general public, experts, real estate developers, and relevant organizations regarding the draft of the bye-laws and Zoning Regulations-2025.
To ensure the timely, impartial, and transparent resolution of all received objections and suggestions, the government has constituted a high-level State Level Committee. After conducting an in-depth review of all technical and practical aspects, this committee will submit its final report to the government, based on which the final notification will be issued.
Impact on the General Public and Infrastructure
This decision by the Yogi government is not merely an amendment to rules; it is a master plan for the transformation of urban and semi-urban areas in Uttar Pradesh.
Accessible Healthcare Services: Common people will no longer need to rush to major metropolitan cities for advanced medical treatment.
Sustainable Urban Development: Regulated use of green belts in the public interest will curb unauthorized construction.
Ease of Doing Business: Entrepreneurs investing in the healthcare sector will find relief from administrative complexities.
A Step Towards a Prosperous and Modern UP
Chief Minister Yogi Adityanath’s decision is being viewed as a significant step towards aligning the state’s infrastructure with the needs of the 21st century. The Housing and Urban Planning Department is working rapidly to implement these amendments on the ground. In the near future, these amendments will not only enrich Uttar Pradesh’s infrastructure but also make life easier and safer for the common citizen.
