Raebareli. A serious case involving the exploitation of a poor family’s vulnerability has come to light in the Raebareli district of Uttar Pradesh. A family residing in the Lalganj Tehsil area has accused a Lekhpal (revenue official) of demanding a bribe in exchange for facilitating government assistance and—upon the family expressing their inability to pay—making an objectionable demand to send their daughter to him. The family claims that when they approached the Sub-Divisional Magistrate (SDM) to lodge a complaint, their grievance was not taken seriously. The matter has taken a political turn, and the investigation has been handed over to the Circle Officer (CO) of Lalganj.
The aggrieved family is reported to be financially disadvantaged. They stated that they required assistance under a government scheme and contacted the concerned Lekhpal regarding this. It is alleged that the official demanded a bribe to process the official work. Citing their poverty, the family expressed their inability to pay the amount and pleaded for the work to be done in accordance with the rules.
It is alleged that upon learning of the family’s desperate situation, the Lekhpal made a highly objectionable remark. According to the family, he stated that if they wanted the work related to government aid done, they would have to send their young daughter to him. The family members were shocked to hear this; they viewed this alleged demand as an assault on their daughter’s honor and the family’s dignity. They claim that the official sought to exploit their financial hardship to make such a demand.
Distressed by the Lekhpal’s alleged conduct, the family decided to report the matter to higher authorities. They visited the Lalganj Tehsil office and attempted to apprise the Sub-Divisional Magistrate (SDM) of the entire incident. The family alleges that they were not treated properly there either; instead of listening to their serious complaint with sensitivity, the SDM reportedly behaved rudely and laughed during the conversation.
The family states that they had approached the administrative officer hoping for justice, but the treatment they received only deepened their anguish. They questioned where a poor family should turn for justice if a complaint concerning the honor of their daughter is not taken seriously. However, the allegations leveled against the Lekhpal (revenue official) and the SDM can only be officially confirmed once the investigation is complete.
The matter gained significant attention after the Congress party posted details of the incident on the social media platform X. The post highlighted the family’s financial situation and the allegations they had raised. As the issue surfaced on social media, it caused a stir within the administration. People began demanding an impartial inquiry into the allegations and strict action against any officials found guilty.
The Congress has targeted the state government and the administration over this issue, raising critical questions. The party asserts that it is the administration’s responsibility to facilitate government assistance for impoverished families. If a bribe or an inappropriate demand regarding a woman is made in exchange for such aid, it constitutes a matter of extreme gravity. The party has also demanded that the family be provided with security and justice.
Given the seriousness of the matter, the investigation has been entrusted to the Circle Officer (CO) of Lalganj. Statements from family members are likely to be recorded during the inquiry. Additionally, the concerned Lekhpal and other officials or staff present in the office at the time of the complaint may be questioned. Any available audio, video, documents, or other evidence related to the complaint will also be examined.
The investigating officer faces the challenge of determining which government assistance the family was applying for and at what stage the processing of their application was stalled. It will also be ascertained whether the Lekhpal demanded any money from the family. Evidence and witness statements regarding the alleged inappropriate remarks made about the family’s daughter will be crucial.
A separate investigation into the allegations of misconduct against the SDM is also deemed necessary. Information regarding who was present in the office during the hearing of the complaint and the nature of the conversation that took place may be gathered. If CCTV cameras are installed in the office, the footage could prove helpful in the investigation. The situation will only become fully clear once the officials provide a detailed response to these allegations.
