Dimapur: Nagaland Chief Minister Neiphiu Rio has written to Union Home Minister Amit Shah, urging him to take immediate action on clearing Protected Area Permit (PAP) applications for international delegates attending the Hornbill Festival, which begins on December 1.
Reiterating the state’s long-standing demand for the removal of the PAP system, Rio said that all preparations for the festival have been completed, but PAP clearance for foreign delegates is still pending with the Home Ministry, according to an official release on Friday.
He expressed concern that with just a few days left for the festival to begin, the delay has caused “serious concern.”
Rio requested Shah’s immediate and personal attention to expedite the issuance of permits.
He informed that this year’s edition of the festival will include six partner countries, whose representatives will participate in cultural showcases, business roundtables, and networking sessions.
Reiterating his repeated appeal for the removal of the PAP regime from Nagaland, he stated that despite the Home Minister’s earlier positive assurances, the permit requirement is creating procedural difficulties for tourists, negatively impacting both the state’s economy and image.
Emphasizing Nagaland’s long-standing partnership with the National Democratic Alliance (NDA) and its participation under the banner of the People’s Democratic Alliance (PDA), Rio appealed to the central government for assistance.
The letter stated, “A positive intervention will send a strong and reassuring message that the NDA government stands firmly with the people of Nagaland in their shared goal of nation-building.”
He further stated that removing the PAP regime will significantly boost tourism, ease travel, and strengthen Nagaland’s connectivity with the rest of the country.
Rio emphasized that the Hornbill Festival, one of India’s most significant cultural events, coincides with State Commemoration Day and attracts thousands of visitors from across India and abroad.
He described the festival as a key driver of the state’s economy, saying it plays a vital role in creating employment and livelihood opportunities.
