Punjab: Narwal, facing 20 years rigorous imprisonment, fails to surrender in court

Punjab: Davinder Singh Narwal, who was sentenced to 20 years of rigorous imprisonment (RI) in an NDPS case by an Additional Sessions Judge in October 2023, failed to surrender before the Punjab and Haryana High Court after his interim bail was revoked. Narwal was accused of smuggling 925 kg of ketamine in seven cauldrons to Canada through a Jalandhar-based courier service in June 2018. He was granted interim bail on July 22nd because he was scheduled to undergo spinal surgery. The High Court revoked his bail order on October 13th and asked him to surrender on October 24th. Since he did not surrender, Special Judge Dinesh Kumar Wadhwa, who is hearing the ED case against him, ordered the issuance of a non-bailable warrant for November 11th.

Narwal’s son, Roy Bahadur Narwal, has already been declared a proclaimed offender in the case. Both are residents of Sri Ganganagar but are Canadian citizens. Niranjan Singh, a former ED deputy director who is appearing as a witness in the case, stated that their properties in Rajasthan have already been attached in the ED case. The ED case is based on a police case against the father-son duo. The two and 10 others, including Chunni Lal Gaba, Harmesh Kumar Gaba, Suresh Kumar, Sudesh Rani, Khushant Gaba, Gurmesh Gaba, Gurjeet Gaba, Ajay Jain, Rekha Gaba, and Mahesh Kumar Gaba of Phagwara, were chargesheeted by the ED in 2021 for alleged violations of the Prevention of Money Laundering Act. Like Narwal, two other high-profile individuals accused in the ED cases, Anoop Singh Kahlon and Varinder Singh, also did not surrender after being granted bail.
