PM Modi honoured Intelligence Bureau officers with President’s Police Medal

Raipur/Delhi. PM Modi participated in the 60th All India Conference of Directors General/Inspectors General of Police at the Indian Institute of Management, Raipur. The theme of the three-day conference is “Developed India: Security Dimensions.” The Prime Minister stressed the urgent need to change public perception about the police, especially among the youth, by enhancing professionalism, sensitivity, and responsiveness. He emphasized the need to strengthen urban policing, revitalize the tourist police, and increase public awareness about the newly enacted Indian Criminal Code, the Indian Evidence Act, and the Indian Civil Defence Code, which will replace outdated criminal laws.

The Prime Minister directed state and union police and major administrations to adopt new strategies for connecting uninhabited islands, effectively utilize the databases linked under NATGRID, and generate actionable intelligence by connecting these systems through artificial intelligence. He urged universities and academic institutions to conduct case studies on the use of forensics in police investigations, noting that better use of forensics would further strengthen the criminal justice system. He reiterated the importance of establishing a system for regular monitoring of banned organizations, ensuring the full development of areas free from left-wing extremism, and adopting new models to strengthen coastal security. The Prime Minister emphasized the need for a whole-of-government approach to combat drug abuse, including enforcement, rehabilitation, and community-level intervention.

The conference witnessed in-depth discussions on a wide range of national security issues. Discussions included the long-term roadmap for policing for Vision 2047, emerging trends in counter-terrorism and counter-radicalization, the use of technology to enhance women’s safety, strategies to bring back Indian fugitives abroad, and strengthening forensic capabilities for effective investigations and prosecutions. The Prime Minister emphasized the need for robust preparedness and coordination, and urged police chiefs to strengthen mechanisms for effective disaster management covering cyclones, floods, and other natural emergencies, including the current situation of Cyclone Ditvaah. He emphasized that proactive planning, real-time coordination, prompt response, and a whole-of-government approach are essential to save lives and ensure minimal disruption during such events.

In his address, the Prime Minister urged police leadership to transform the style of policing to meet the expectations of a developing country on its path to becoming a developed India. The Prime Minister presented the President’s Police Medal for Distinguished Service to Intelligence Bureau officers. He also presented awards to three cities for their best performance in urban policing. This award has been instituted for the first time to promote innovation and reform in urban policing.

The conference was attended by the Union Home Minister, National Security Advisor, Minister of State for Home Affairs, and Union Home Secretary. DGsPs and IGsPs of all states and union territories, as well as heads of CAPFs and central police organisations, participated in person, while over 700 officers of various ranks from across the country joined virtually.
