Odisha Receives ₹35 Crore XV Finance Commission Untied Grant in ₹2,461 Crore

The Government of India has released over ₹2,461 crore in rural grants under the XV Finance Commission to eight states. Odisha got ₹35.09 crore from this boost. These funds are part of the “withheld untied grants” for the financial year 2025–26, released after the states met all the required compliance steps.

In Odisha, the disbursement is set to empower grassroots governance by benefiting 10 District Panchayats, 17 Block Panchayats, and over 50 Gram Panchayats. Because these are untied grants, the local bodies can decide how best to spend the money on their own priorities—think rural infrastructure, sanitation, or community welfare. The only catch: they can’t use these funds for things like salaries or other administrative costs.

Looking at the bigger picture, Madhya Pradesh received the biggest slice with ₹943.27 crore, followed by Gujarat at ₹763.83 crore, Chhattisgarh with ₹347.89 crore, and Punjab at ₹332.46 crore. Sikkim, Tripura, and Himachal Pradesh were included too. Odisha’s grant is untied, but the money going to the other states is tied—earmarked for things like drinking water, rainwater harvesting, and keeping up their Open Defecation Free (ODF) status.

The Ministry of Finance managed these releases, acting on recommendations from the Ministry of Panchayati Raj and the Ministry of Jal Shakti. They typically disburse these funds in two rounds each year. This cash injection is set to speed up rural development, boost core services, and tighten up decentralized governance in all the states getting support.
