Many important decisions were taken in the cabinet meeting held at Mantralaya Mahanadi Bhawan here today under the chairmanship of Chief Minister Vishnu Dev Sai –
In the Kharif marketing year 2023-24, it has been decided to extend the validity period of the government guarantee amount (14 thousand 700 crore rupees) approved for the purchase of paddy at the support price to Chhattisgarh State Cooperative Marketing Federation by one year and to revalidate it till 31 October 2025.
It was decided to provide reservation in the elections of three-tier Panchayat and urban bodies as per the first report and recommendation of the Other Backward Classes Welfare Commission. Under this, the one-time limit of 25 percent reservation in local bodies will be relaxed and reservation will be provided up to the maximum limit of 50 percent reservation in proportion to the population of Other Backward Classes. In such bodies where reservation for Scheduled Castes and Scheduled Tribes is 50 percent or more in total, reservation for Other Backward Classes will be zero in that body. If reservation for Scheduled Castes and Scheduled Tribes is less than 50 percent in a body, then there will be reservation for Other Backward Classes to the maximum extent of 50 percent in that body, but this reservation will not exceed the population of Other Backward Classes of that body. For those posts of the body whose reservation is decided at the state level such as District Panchayat President, Municipal Corporation Mayor, Municipal Council President etc., the number of reserved posts will be decided on the basis of total population of such bodies by following the above principle.
In the meeting of the Council of Ministers, the merger of 97 teachers of Teacher (Panchayat) cadre in the School Education Department was approved. The School Education Department was authorized to merge the remaining Teacher (Panchayat) cases on receiving the recommendation of eligibility from the Panchayat Department.
The Council of Ministers decided to give a one-time exemption to the Principals of the School Education Department for approving the first and second time scale pay scales on the basis of first voting from the year 2007 to the year 2019.
The Council of Ministers approved the draft and proposal of the new Industrial Development Policy 2024-29 of Chhattisgarh State. This new Industrial Development Policy will be effective from 01 November 2024 to 31 October 2029.
In this policy, provisions have been made to realize the vision of Amritkaal Chhattisgarh Vision @ 2047, this policy will establish new dimensions of industrial development in the state. In the new industrial policy, the amendment made by the Government of India in the definition of micro, small, medium and large industries in the MSMED Act-2006 in the year 2020 has been adopted and a special provision has been made to provide industrial development incentives for balanced development in the state.
To fulfill the objectives of the new Industrial Policy 2024-29, industrial investment incentives will be provided for the establishment of new enterprises, expansion/diversification, replacement and other works in the state. To achieve the goal of all-round industrial development in all areas of the state, the amount of industrial investment incentives to be given will also be determined by dividing the development blocks of all the districts into three sectors.
The new Industrial Development Policy has separate provisions for core sector products like steel, cement, thermal power and aluminum and has been divided into thrust and general industries keeping in mind the needs of the state.
Provision has been made to give attractive industrial investment incentives for pharmaceutical, textile, food processing, agricultural product preservation, NTFP processing electronic products, IT and ITES etc.
The draft of Amritkaal: Chhattisgarh Vision @ 2047 Vision Document was approved in the meeting of the Council of Ministers.
To encourage investment, employment and settlement in Nava Raipur Atal Nagar, it was decided to make arrangements for allotment of land at concessional premium rates for the development of information technology industry, health services, educational institutions, electronics and electrical industries.
For construction of residential complex for officers/employees of NMDC in village Niyanar, Jagdalpur district Bastar, 118 acres of government land allotted to Chhattisgarh Housing Board, it was decided to grant permission to CSIDC by the Board to sell through registry.
It was decided to give exemption in stamp duty to Nava Raipur Atal Nagar Development Authority till 31 March 2026 on purchase of private land by mutual agreement for Nava Raipur project.
It was decided to create a post of State Commissioner in the office of State Commissioner, Divyangjan.
The Council of Ministers took an important decision to start the Chief Minister’s Tirtha Darshan Yojana in the state in accordance with the manifesto.
