New law issued in Bihar Assembly regarding paper leak

Bihar. The paper leak law was passed in the Bihar Assembly today (July 24) amid a lot of uproar. Amidst the uproar of the opposition, Minister-in-charge Vijay Chaudhary introduced the Bihar Public Examination (Unfair Means Prevention) Bill 2024 on behalf of the state government in the Bihar Legislative Assembly. During the uproar, the minister introduced the bill in the House. At the same time, the opposition walked out. After this, the bill was passed on the basis of majority in the House.

Not only a provision of a fine of Rs 1 crore has been made on those who mess up in the examination, but along with this, a provision of punishment of five to 10 years has been made. At the same time, those who mess up have also been placed in three-four categories. There is a provision of 3 to 4 years of punishment and fine up to 10 lakhs in the disturbance at one’s own level. Service provider companies hire agencies for appointment or service and if they commit any irregularities, then stricter laws have been made in it. There is a provision of fine up to one crore rupees for them.

After the introduction of this law, they will not be given work for 4 years. Also, there is a provision of punishment and fine against the senior officer of the service provider company. There is a provision of punishment from five years to 10 years and fine up to one crore rupees for the high level officer of the company for committing organized crime. Also, there is a provision to confiscate the property of that agency. In this case, the IO will be an officer of DSP rank. At the same time, after the introduction of this law, there is a possibility of curbing those who leak the paper or commit fraud.

The NDA government of Bihar on Wednesday introduced the Anti-Paper Leak Law in the monsoon session of the Assembly with the aim of preventing paper leak and examination fraud, which was passed by voice vote. On the other hand, during this time the opposition kept creating ruckus and walked out of the House.

It has been provided in the new law that those involved in paper leak or any activity related to it will be guilty under this law. All crimes under this law will be cognizable and non-bailable. Now the paper leak will also be investigated by DSP rank officers.

Under the new law, a person found guilty of leaking the examination paper can face up to 10 years in jail and a fine of up to one crore. This law is comprehensive, which applies to all concerned parties including students, teachers and others. While discussing the Anti Paper Leak Bill in the House, the Bihar government said that this law has been made to prevent irregularities in the examination. To stop the rigging in the NEET exam, the Central Government has also made a rule, which has been implemented across the country, but the opposition members walked out of the House.
