Siwan. Rashtriya Janata Dal (RJD) President and former Chief Minister of Bihar Lalu Prasad Yadav appeared in Siwan court on Friday, November 6, 2026 in an old case related to violation of the Model Code of Conduct of 2011. There was intense political activity since morning regarding the appearance of Lalu Yadav in this 15 years old case. A crowd of supporters and party workers was seen during his appearance in the court. Information about Lalu Prasad Yadav getting bail in this case has also come to light. However, getting bail does not mean acquittal from the case and the further judicial process of the case will continue. This case is related to the by-election held in Daraunda assembly constituency of Siwan district in the year 2011. During that time Lalu Prasad Yadav had come to campaign in support of the Rashtriya Janata Dal candidate. It is alleged that loudspeakers were used during the election meeting even after the prescribed time limit, which was considered a violation of the model code of conduct. A complaint was lodged in this matter by the local administration. After this the legal process started against Lalu Prasad Yadav. His personal appearance in the court took place on Friday in the long-pending case.
According to the information, on October 8, 2011, Lalu Prasad Yadav had come to Daraunda assembly constituency to campaign in support of RJD candidate Parmeshwar Singh. During the election meeting, controversy had arisen regarding speech and use of loudspeakers even after the scheduled time. According to the instructions of the Election Commission at that time, it was mandatory to follow the rules laid down for campaign activities. The administration had alleged that these rules were violated during the meeting. On the basis of this, the concerned authorities took action and lodged an FIR. After this incident which happened in the year 2011, the matter reached the court. However, the legal process continued for a long time due to various reasons. After almost a decade and a half, Lalu Yadav’s personal appearance has once again brought this old election dispute into discussion. The hearing of the case was held in ACJM-1 court of Siwan. According to available reports, Lalu Yadav was given a summary of the charges leveled against him in the court. After this, the way for further judicial process was cleared.
The purpose of narrating the summary of charges in the court is to make it clear to the person concerned as to which incident and on the basis of which legal provisions the case is being prosecuted against him. After this, the prosecution gets an opportunity to present evidence and witnesses in support of its allegations. During the appearance of Lalu Prasad Yadav, the presence of his supporters was also in the news. RJD has its political base in Siwan and surrounding areas. In such a situation, after getting the information about the party’s national president reaching the court, curiosity was seen among the workers. Lalu Yadav had reached Siwan on Thursday itself, so that he could appear in the court at the scheduled time on Friday. Local political activities had intensified since his arrival. Lalu Prasad Yadav is among the prominent leaders of Bihar politics. He has been the Chief Minister of the state and Railway Minister in the Central Government. As the founding president of Rashtriya Janata Dal, he has played an important role in the politics of Bihar for a long time. His political journey has had many ups and downs. He has been active for a long time on issues like electoral politics, alliances, social justice and representation of backward classes. The proceedings of various judicial cases against him have also become a topic of political discussion from time to time.
However, the current case in Siwan pertains to alleged model code of conduct violations during the 2011 election campaign. It is necessary to understand this separately from other cases going on against Lalu Yadav. Model Code of Conduct has special importance in the Indian election system. After the election schedule is declared, political parties and candidates have to follow the guidelines of the Election Commission. Its objective is to keep the electoral process free, fair and peaceful. During the election campaign, prescribed rules apply for the use of loudspeakers, organizing meetings, use of government resources and campaign activities in public places. Guidelines are also issued by the Election Commission regarding the timing of campaigning and the use of loudspeakers. In case of violation of these rules, action can be taken as per the relevant circumstances and applicable legal provisions. In this case related to Lalu Yadav, the main basis of dispute was the alleged use of loudspeaker during the election rally and not following the prescribed time limit.
This matter is also important because almost 15 years have passed since the incident. Hearing of an election dispute after such a long time also brings to the fore the time taken in the judicial process. Lalu Prasad Yadav got immediate relief by getting bail after appearing in the court. However, the final determination of the veracity of the allegations in the case will be based on the court hearing and the available evidence. The process of presenting witnesses and evidence from the prosecution side will be important in the upcoming hearing. The defense side will also get an opportunity to present its case and answer the allegations as per the legal provisions. From the political point of view, there is a discussion in Bihar regarding this appearance of Lalu Yadav. His leadership has special significance for Rashtriya Janata Dal. At the same time, the opposition parties are also facing various cases going on against him.
