Jaipur : In compliance with the instructions of the Election Commission of India, the second randomization of M-3 EVM BU, CU and VVPAT for the General Election 2024 was done on Friday, 5 April. The work of commissioning of electronic voting machines and VVPATs will begin across the state from Wednesday in the presence of the candidates or their representatives. During this, the candidates or their representatives will be able to watch the process of symbol loading through TV monitors. For the first time in the Lok Sabha general elections 2024, candidates or their representatives are getting this facility.
Chief Electoral Officer Shri Praveen Gupta said that the second randomization of M-3 EVM BU, CU and VV PET for Phase 1 was completed on April 5 in the presence of election observers. During this period, representatives and candidates of political parties were also present. Electronic Voting Machines and VVPATs are randomized twice using EMS software before voting. The first randomization was done on March 19-20. Now for the second time, randomization was done on Friday for polling station allocation.
Mr. Gupta said that about 2 lakh EVMs and VVPAT machines are being used for the voting to be held on April 19 and 26. Due to there being more than 15 candidates in Chittorgarh Lok Sabha constituency, voting will be done by 2 ballot units at each polling station. Electronic Voting Machines and VVPATs are randomized twice using EMS software before they are used for voting. They are randomized for the first time when they are allotted assembly constituencies and for the second time when they are allotted polling stations. Recognized political parties and election contesting candidates are invited to participate in the process of randomization and commissioning. After both the randomization, the randomized list of EVMs and VVPATs is provided to the recognized political parties and election contesting candidates.
Commissioning of EVMs and VVPATs is done after finalizing the list of candidates contesting the elections. This work is done in the presence of the contesting candidates or their representatives. Candidates or their agents will be able to watch the process of symbol loading in VVPAT through the TV monitor installed in the Commissioning Hall. After commissioning, a mock poll is conducted in each EVM and VVPAT by casting one vote for each candidate including NOTA. Apart from this, a mock poll is conducted by casting 1000 votes on five percent randomly selected EVMs and VVPATs. Their electronic results are also matched with the paper slip of VVPAT.
Mock poll is conducted in the presence of polling agents 90 minutes before the actual start of polling on the polling day. During this, a mock poll is conducted with at least 50 votes by casting one vote for each candidate including NOTA. A certificate is prepared by the Presiding Officer by matching the mock poll results received at the control unit with the slip printed from the VVPAT. Immediately after the mock poll, the data of the mock poll is deleted by pressing the clear button of the control unit. Also, the VVPAT paper slip of the mock poll is taken out from the compartment and filled in a black envelope and sealed.
