Raipur. Raipur. A joint meeting of the financial committees was held in the Assembly Secretariat under the leadership of Assembly Speaker Dr. Raman Singh. In the meeting, Dr. Raman Singh said that the scope of parliamentary committees is very wide and comprehensive in nature, due to their importance, parliamentary committees are called mini-houses. During the inter-session period, the legislature maintains control over the executive through committees and in this session, the chairpersons of all the financial committees are experienced and full of parliamentary knowledge, so that the financial committees of our House will benefit from their long parliamentary knowledge and experiences and will also prove to be result-oriented. Dr. Raman Singh congratulated the chairpersons and members of all the financial committees on being elected as chairpersons and members for the year 2024-25. Public Accounts Committee Chairman Dr. Charandas Mahant, Estimates Committee Chairman Ajay Chandrakar, Public Undertakings Committee Chairman Amar Agarwal, Local Bodies and Panchayati Raj Accounts Committee Chairman Dharamlal Kaushik, Principal Accountant General Yashwant Kumar, Finance Department Secretary, Director, State Audit Assembly Secretary Dinesh Sharma and Finance Secretary Sharda Verma and officers and employees associated with these financial committees were present in the meeting.
While discussing the importance and utility of financial committees, Assembly Speaker Dr. Raman Singh said that financial committees have their own importance among parliamentary committees because these are the committees that keep an eye on how the amount of the budget passed by the Assembly is being spent in various government departments, review it and the conclusions obtained from the review ensure to maintain financial discipline on the executive. After this, he described the Public Accounts Committee as one of the most important committees among the financial committees and said that through this committee, the work related to the economic audit presented in the report of the Comptroller and Auditor General of India is reviewed and if any irregularity is found in it, then all the clauses related to that financial irregularity are examined verbally and the Public Accounts Committee examines the remaining clauses on the basis of written information. Among the financial parliamentary committees, the Estimates Committee considers the estimates of the departments and maintains the financial control of the House on the expenditure made by the executive after the budget and grant demands are passed by the Assembly. During this, Assembly Speaker Dr. Raman Singh had a detailed discussion with the members of the Estimates Committee and also obtained their views.
After this, Assembly Speaker Dr. Raman Singh described the Committee on Government Undertakings as another important financial committee and said that through this committee, the accounts of various corporations or boards of the state are examined by the Accountant General and a report is prepared every year and presented in the Assembly in due time. In the report of the Accountant General related to public undertakings presented in the assembly, after obtaining information from the department and public undertakings on the audit objections and taking oral evidence of the departmental secretary as required, the Accountant General completes the process and presents his report. After the accounts of local bodies and Panchayati Raj institutions are examined by the Accountant General, the report is presented in the Assembly. Similarly, the accounts of these institutions are also examined by Chhattisgarh State Audit and the report is presented in the Assembly. These reports are examined by the Local Body and Panchayati Raj Accounts Committee of the Assembly and its report is presented.
