Big initiative for workers, important meeting of Railway Board and Chief Labor Commissioner

New Delhi. The Central Government has intensified its activities for the protection of workers’ rights and effective implementation of the new labor codes in the country. In this sequence, the Office of the Chief Labor Commissioner (Central) held an important meeting with senior officials of the Railway Board. The main objective of the meeting was to effectively implement the provisions of the four new labor codes in the railway sector, strengthen compliance with labor laws and establish better coordination between the concerned departments. This meeting was organized by the Office of the Chief Labor Commissioner (Central) under the Ministry of Labor and Employment on 3 November 2026 at Shramev Jayate Bhawan, Dwarka, New Delhi. The meeting was presided over by Chief Labor Commissioner (Central) Sonal Mishra. It was attended by senior officials of the Railway Board and various issues related to the condition of workers in Indian Railways, appointment of contract employees and compliance with labor laws were discussed.
Emphasis on effective implementation of labor codes
The main objective of the meeting was to strengthen the process of effectively implementing new labor codes in a huge organization like Railways. Indian Railways is one of the largest public sector institutions in the country. Under this, along with the regular employees, a large number of contract workers are also working in various projects, maintenance works and services. In such a situation, it is considered important to ensure proper compliance with the labor laws. In the meeting, the Office of the Chief Labor Commissioner informed the Railway officials about the major provisions and compliance related requirements of the new labor codes. During this, special discussions were held on the registration of workers, rules related to contract workers, licensing system and use of related digital systems.
Meeting held under the chairmanship of Sonal Mishra
Chief Labor Commissioner Sonal Mishra along with senior officials of the office were present in the meeting. Executive Director (Labor Law) Vineeta Verma and her team participated on behalf of Railway Board. Apart from this, representatives of Center for Railway Information System (CRIS) participated in the meeting through online medium. Representatives from the National Informatics Center (NIC) and the Ministry of Labor and Employment also participated digitally. In the meeting, information related to the organizational structure of Indian Railways, deployment of staff and role of workers in various projects was presented by the Railway Board on behalf of the Railway Board. Railway officials also shared details of the existing labor law compliance system and good practices being adopted in the Railways.
Special discussion on the rights of contract workers
Issues related to contract workers were given prominence in the meeting. Many works in Indian Railways are done through contractors and external agencies. These may include construction, cleaning, maintenance and various supporting services. It is important to provide wages, safety at workplace and other statutory facilities to the workers engaged in these works as per the prescribed rules. An effort has been made to clarify the responsibilities of employers and related institutions under the new labor codes. Emphasis was laid in the meeting to understand how labor rules are being complied with in the existing system of Railways and in which areas additional coordination is required.
Initiative to strengthen digital platform
An important topic of the meeting was the use of digital systems related to compliance with labor laws. The Office of the Chief Labor Commissioner presented suggestions to upgrade the Labor Welfare Portal in line with the requirements of the new labor codes. Apart from this, the possibilities of better coordination of the existing digital systems of Railways with the Shram Suvidha Portal and Samadhan Portal were discussed. The objective of these portals is to make the processes related to compliance with labor laws more systematic and transparent. Better use of digital systems will help in management of information related to workers and employers, resolution of complaints and compliance process. However, the proposals discussed at the meeting should not be seen as new rules being implemented immediately.
Information given about four labor codes
The Central Government has prepared a system of four major labor codes by consolidating 29 old central labor laws. These include the Wage Code 2019, Industrial Relations Code 2020, Social Security Code 2020 and Occupational Safety, Health and Working Conditions Code 2020. The Central Government had implemented these four labor codes from 21 November 2025. Subsequently, awareness and training activities are being conducted on the relevant central rules and compliance mechanisms. The objective of these codes is to bring the provisions related to wages, social security, industrial relations and safety at workplace into a systematic framework. To implement these rules in a large institution like Railways, coordination between various departments and administrative units is necessary.
Emphasis on understanding the special circumstances of railways
The challenges related to the geographical and administrative structure of the Indian Railways were also discussed in the meeting. Railway projects and establishments operate in different parts of the country. Appointment of workers, nature of work and operational requirements may be different in different areas. In such a situation, clear guidelines and necessary training should be provided to local level officials for effective compliance of labor codes.
