A major gift from the Yogi government ahead of Diwali: salaries of 2.72 lakh employees increased.

Lucknow. Yogi Adityanath government of Uttar Pradesh has given a big gift to lakhs of outsourced employees of the state before Diwali. New rates of minimum monthly honorarium have been set for outsourced employees working in various government departments of the state. About 2.72 lakh employees will get direct benefits from this decision of the government. Under the new system, employees will be given monthly remuneration ranging from Rs 17,646 to Rs 39,000 according to their category. The special thing is that the benefit of increased honorarium will be considered applicable from September 2, 2026 only. Arrears for the month of September will also be given to the employees along with the salary of October.

The state government issued a government order in this regard on the evening of Monday, November 2, 2026. In the order issued by Principal Secretary Secretariat Administration Manish Chauhan, remuneration for employees has been fixed on the basis of four different categories. Except category one, the honorarium of employees of other categories will increase by about one and a half times. This decision is being considered as a big financial relief for outsourced employees before Diwali.

The government has clarified that there will be no cut in the remuneration of those employees who are getting honorarium more than the new rates already determined. Such employees will continue to get paid as before. This has also provided relief to those employees who feared that their honorarium might be reduced after the implementation of the new salary system.

According to the new system, the minimum monthly remuneration for category one employees has been fixed at Rs 39,000. At the same time, the monthly remuneration has been fixed at Rs 21,947 for category two employees, Rs 19,446 for category three and Rs 17,646 for category four. However, the amount received in the bank accounts of the employees will be different after the prescribed deduction of EPF and Employees’ State Insurance i.e. ESI.

Category II employees will get around Rs 19,149 per month after deduction, Category III employees will get around Rs 17,000 and Category IV employees will get around Rs 15,396 per month. Category one employees will get a remuneration of Rs 39,000. In this category, the role of the concerned departments on EPF related arrangements will be important.

Keeping in mind the social security of the employees, the government has also clarified the system of EPF and ESI contributions. Contributions will be deducted from the employees’ remuneration as per prescribed rates, while the amount to be deposited by the employer will be paid by the concerned government departments. With this, employees will be able to avail the benefits of facilities like provident fund and health insurance.

According to the government order, the state government will bear the entire burden of 18 percent GST related to the remuneration of all categories of employees. Apart from this, service charge and one percent centage charge of Uttar Pradesh Outsourced Service Corporation will also be borne by the concerned departments. Employees will not be burdened with these additional expenses. For this, departments have been instructed to make necessary financial arrangements in their budget.

The government has also clarified that the departments which have earlier taken the services of outsourced employees at lower rates will now have to ensure payment as per the new honorarium prescribed. If needed, additional budget will be arranged, so that the employees do not face any problem in getting the benefit of increased remuneration.

Chief Minister Yogi Adityanath had launched the new system for outsourced employees in a program organized at Lok Bhavan, Lucknow on 2 September 2026. It has been decided to make the increased remuneration effective from this date. This means that the employees will get the benefit of payment as per the increased rates for the month of September also. Along with the honorarium for October, which will be received in November, the outstanding difference i.e. arrears for September will also be given.

Uttar Pradesh Government has implemented the system of Uttar Pradesh Outsourced Services Corporation to protect the interests of outsourced employees and bring transparency in the payment system. Its objective is to provide timely honorarium to employees, ensure provident fund and insurance related benefits and to reduce irregularities in the outsourcing system.

A large number of employees in the state are providing services through outsourcing in government offices, hospitals, educational institutions and other departments. The increase in honorarium is being considered an important step towards strengthening the economic condition of these employees.

Amidst inflation and rising household expenses, this decision of the government is expected to provide financial relief to the employees and their families. This increase could prove significant, especially for low-paid employees.

With this decision of the Yogi government, the way has been cleared for more than 2.72 lakh outsourced employees of the state to get the benefit of social security facilities along with increased honorarium. Now it will be the responsibility of the concerned departments to ensure effective implementation of this order and timely payment.
