Assam to spend $680 million on roads, schools and governance

Guwahati: In a major boost to Assam’s development push, the World Bank has approved three projects worth $680 million aimed at strengthening climate-resilient infrastructure, improving school education, adolescent wellbeing, and enhancing governance and public service delivery across the state.

Cleared by the World Bank’s Board of Executive Directors, the projects are expected to improve access to markets and jobs, strengthen resilience against extreme weather events, and equip over 4 million students and youth with skills needed for the future workforce.

Assam, often described as India’s gateway to Southeast Asia, holds strategic importance for regional trade and connectivity. However, climate vulnerability, infrastructure gaps, and multidimensional poverty continue to constrain inclusive growth—challenges the new projects seek to address.

“Smart development builds communities’ resilience to extreme weather events. A well-constructed road and school keep learning uninterrupted and help people access markets and boost incomes,” said Paul Procee, Acting Country Director, World Bank India.

Climate-Resilient Roads for Hill and Tribal Areas
The Assam Disaster Resilient Hill Roads Development Project, backed by $350 million, will focus on building all-weather, climate-resilient roads in hilly and remote regions of the state. The project is expected to reduce travel time and improve connectivity for nearly 190,000 people, particularly in tribal and rural communities.
Key features include modern transport and logistics hubs equipped with truck and container bays, taxi and bus facilities, and electric vehicle charging points. Improved connectivity is also expected to help over 50,000 youth gain better access to employment opportunities.

$250 Million Push for School Education and Adolescent Wellbeing
The Assam School Education and Adolescent Wellbeing Project, supported with $250 million, aims to improve learning outcomes for more than 2 million primary school students while preparing another 2 million adolescents aged 10 to 19 for jobs and livelihoods.

The project will strengthen curricula, introduce life skills and multilingual education, and support the construction and upgrading of climate-resilient schools, ensuring safer access and uninterrupted learning even during extreme weather events.

Strengthening Governance and Public Services
The third initiative, the Assam Governance and Service Delivery Program, has funding of $80 million and focuses on improving public financial management, administrative service delivery, and the state’s data and information systems.

By strengthening how public resources are allocated and spent, the programme aims to improve services for both citizens and businesses while enabling policymakers to take faster, data-driven decisions.

All three projects have a 16-year maturity period, including a three-year grace period, providing Assam with long-term, stable financing to support sustainable growth.

Together, the World Bank-backed initiatives are expected to play a crucial role in transforming Assam’s infrastructure, education system, and governance framework—laying the foundation for more resilient, inclusive, and job-oriented growth in the years ahead.
