Yogi government’s decision, all district panchayat presidents of the state become administrators

Lucknow: The Uttar Pradesh government has taken a major administrative decision regarding the District Panchayats. According to an office memorandum issued by the Panchayati Raj Department, all District Panchayat Chairpersons in the state have been appointed as administrators after the expiry of their current term. This arrangement will be effective from July 12, 2026, and will continue until the formation of new District Panchayats, or until January 12, 2027.
The government order states that the term of the District Panchayats formed in 2021 expires on July 11, 2026. The state government has implemented this interim arrangement to ensure the smooth functioning of the District Panchayats after their term expires.
According to the Panchayati Raj Department, under subsection (3-a) of Section 20 of the Uttar Pradesh Area Panchayat and District Panchayat Act, 1961, the state government has the authority to make necessary arrangements for the operation of the District Panchayats. Under this legal provision, elected District Panchayat Chairpersons have been given the responsibility to act as administrators.
Following this government decision, District Panchayat Presidents will now manage the affairs of the District Panchayats in their respective areas as administrators. However, this arrangement will not be permanent; instead, it will remain in place as a temporary arrangement until the formation of new District Panchayats.
The government order clarifies that while acting as administrators, District Panchayat Presidents will be required to act in accordance with the prescribed rules and powers. Development work, administrative decisions, and necessary arrangements related to the District Panchayats will continue as before, so that there is no disruption at the local level.
The state government has taken this step to maintain administrative order after the expiry of the term of the District Panchayats. Typically, interim arrangements are made after the term of the elected Panchayats ends to maintain administrative continuity until the formation of new Panchayats.
After the completion of the process of forming new District Panchayats in the state, the system of administrators will automatically end, and the newly elected District Panchayats will begin their operations. However, if for some reason the new district panchayats are not formed within the stipulated time, this arrangement will remain in effect until January 12, 2027.
Following this order from the Panchayati Raj Department, the situation regarding administrative work in all district panchayats of the state has become clear. Officials say that this decision has been taken to maintain the pace of development work and to ensure that there is no disruption in public-related work.
This government decision will maintain leadership continuity in the district panchayats and will help in advancing ongoing development work at the local level. Now, the district panchayat president will discharge new responsibilities as administrator.
