Punjab: Buyers fail to receive property registration deeds, clarification sought from tehsildar
Punjab: A major shortcoming in public service delivery appears to be that property buyers are not being given registration deeds even after several days of registration at tehsil offices in various parts of the state. This has been revealed in a random check by Additional Chief Secretary (ACS)-cum-Financial Commissioner Revenue (FCR), Anurag Verma. Taking a serious note of the matter, the ACS-cum-FCR has asked the deputy commissioners of Ludhiana and Amritsar to seek clarification from the concerned sub-registrars (tehsildars) and send a report to him within five working days. Verma told The Tribune over phone on Tuesday that random calls made to some buyers who had got their property sale deeds registered before the sub-registrars Amritsar-1, Ludhiana East and Ludhiana West revealed that in many cases, copies of property sale deeds registered on January 24 have still not been handed over to the buyers.
“This is a serious matter and clarification has been sought from the concerned sub-registrars,” he said in a memorandum to the DCs of Ludhiana and Amritsar. Verma has asked all deputy commissioners of the state to ensure that documents registered in all sub-registrar and joint sub-registrar (tehsil) offices are handed over to buyers immediately after registration. “On the directions of the chief minister, we are conducting surprise checks of various services and facilities being provided in tehsil offices across the state to ensure accountability, responsiveness and transparency in the delivery of public services and to ensure that the common man does not face any kind of difficulty or exploitation when he visits these offices,” he said. He said the state government has adopted a zero tolerance policy for any kind of lapse or inconvenience to the public during the delivery of services. Recently, Verma had found that 98% of the CCTV cameras in tehsil offices of Punjab were out of order, for which he had directed the DCs to make them operational by January 31.
