Preparations for leadership change in Punjab Congress; deliberations underway on a new president to replace Raja Warring.

Chandigarh. Ahead of the Punjab Assembly elections, activity regarding the party’s leadership has intensified within the Congress. The party high command has decided to replace Punjab Pradesh Congress Committee (PPCC) President Amrinder Singh Raja Warring. According to sources, the party leadership has informed him of this decision, and Warring has offered to step down. However, as of Thursday morning, there had been no official announcement from the Congress regarding his formal resignation or the name of a new president. The party may decide on the new state president in the coming days.
Several leaders are being discussed as potential candidates for the post of Punjab Congress President. Former minister and Congress leader Vijay Inder Singla is considered a leading contender. Other names that have surfaced include Pargat Singh, Sukhbinder Singh Sarkaria, Gurjit Singh Aujla, and Sukhjinder Singh Randhawa. The final decision rests with the Congress high command. The party leadership may select the new president while keeping regional and social equations in mind.
Raja Warring was elected as the MP from the Ludhiana parliamentary constituency in the 2024 Lok Sabha elections. Prior to that, he was appointed President of the Punjab Pradesh Congress Committee in April 2022. At that time, the Congress had suffered a massive defeat at the hands of the Aam Aadmi Party in the Punjab Assembly elections, and there was internal infighting regarding leadership and the organization.
Upon becoming the state president, Warring’s biggest challenge was to bring various factions onto a single platform. Leaders within the Punjab Congress—such as former Chief Minister Charanjit Singh Channi, Partap Singh Bajwa, Sukhjinder Singh Randhawa, and others—wield distinct political influence. From time to time, public statements made by these leaders sparked discussions about the party’s internal situation. However, the party leadership has consistently maintained that the organization is united and that the upcoming assembly elections will be fought under collective leadership.
In recent months, internal infighting within the Punjab Congress has once again come to the fore. On September 5, the party high command made a significant change regarding the Punjab in-charge role, assigning the responsibility to Sachin Pilot in place of Bhupesh Baghel. Subsequently, Pilot held continuous meetings with senior state leaders and office-bearers to gather feedback on the organization’s status. It was following this organizational review that the process of replacing the state president gained momentum.
According to reports, Sachin Pilot gathered information regarding the party’s condition, factionalism, and election preparedness by interacting with over 50 Punjab Congress leaders and workers. This feedback was conveyed to the senior leadership, including Congress President Mallikarjun Kharge and Rahul Gandhi. Following this, the party leadership moved towards effecting changes in the state organization ahead of the assembly elections.
With only a few months remaining before the Punjab assembly elections, the decision to replace the state president is considered crucial from an electoral strategy perspective. The Congress faces the challenge of keeping the organization united, selecting candidates, managing the election campaign, and ensuring coordination among various factions.
Vijay Inder Singla’s name is the most discussed for the position of the new state president. He has served as a minister in the Punjab government and has held various responsibilities within the Congress organization. However, the party has not yet made any official announcement regarding his name. Other potential contenders reportedly include Pargat Singh (MLA from Jalandhar Cantt), Sukhbinder Singh Sarkaria (MLA from Raja Sansi), and Gurjeet Singh Aujla (MP from Amritsar).
Speculation regarding a leadership change in the Punjab Congress intensified on Wednesday when Partap Singh Bajwa, the Leader of the Opposition in the Assembly, remarked that circumstances in politics can change when asked about replacing the state president. However, he did not confirm any specific name or decision.
Just a few months ago, there was talk of retaining Raja Warring as the state president. Despite this, factional differences within the party persisted. Leaders associated with Charanjit Singh Channi, along with others, had been demanding organizational changes. However, several senior leaders have publicly denied the existence of any serious rift or discord within the party.
The Congress leadership now faces the challenge of selecting a state president capable of fostering coordination among the organization’s various factions ahead of the elections. In Punjab’s political landscape, the regional dynamics of Malwa, Majha, and Doaba—along with the social composition of Sikh, Dalit, and Hindu voters—are integral to the strategies of political parties. Consequently, deliberations regarding regional and organizational balance are underway in the selection of the new president.
Raja Warring took charge of the Punjab Congress in April 2022, at a time when the party was attempting to rebuild its organization following a defeat in the assembly elections. During his tenure of over four years as state president, he spearheaded multiple elections and political campaigns. Now, the prospect of a leadership change just before the assembly elections has sparked fresh political activity within the party.
For the moment, an official announcement regarding the new state president is awaited. While the names of several leaders—including Vijay Inder Singla—are being discussed, the final decision rests with the party high command. The organizational structure of the Punjab Congress will become fully clear only after Raja Warring formally resigns and his successor is announced.
