Odisha government issues SOP for preparation for monsoon 2026

Odisha: The government’s Housing and Urban Development Department has issued a detailed Standard Operating Procedure (SOP) for all urban local bodies (ULBs) in view of the 2026 monsoon season. This initiative aims to strengthen flood, waterlogging, and disaster management preparedness in urban areas.

This SOP was issued on the instructions of Housing and Urban Development Minister Krishna Chandra Mahapatra. It clearly states that all guidelines must be strictly followed and any negligence will be taken seriously. The government has described this move as a commitment to urban resilience and disaster preparedness.

According to the directives, all ULBs must conduct a 100% verification of the entire drainage system, including manholes, in cities. Prioritize immediate repair or safe covering of faulty manholes. Where repair is not possible, temporary arrangements such as warning signs and safety nets have been made mandatory.

Additionally, instructions have been issued to ensure regular cleaning and desilting of drains to prevent waterlogging during heavy rains. Emphasis has also been placed on the immediate removal of illegal encroachments obstructing drainage routes.

In view of the frequent waterlogging in cities, vulnerable and low-lying areas will be identified and special preparations will be made there. Instructions have been given to ensure the provision of pump sets and DG sets for drainage in these areas so that water can be drained out immediately if needed.

Urban areas will be divided into operational zones, with designated officers responsible for each zone. These officers will ensure prompt response and coordination in case of emergencies during the monsoon.

To strengthen disaster management, instructions have also been given to prepare Multi-Purpose Cyclone Shelters (MCS). These shelters will be used as temporary relief centers by integrating them with public institutions such as schools and colleges. Essential facilities such as drinking water, sanitation, and electricity will be provided here.

Additionally, special attention has been called for protecting vulnerable groups. Female home guards and adequate security personnel will be deployed to protect women, children, and the elderly, ensuring no inconvenience during a disaster.

This government move is considered a significant step toward mitigating potential risks during the monsoon season in urban areas and effectively responding to emergencies.
