Noise is completely banned from 10 pm to 6 am

Sarangarh-Bilaigarh. The Collector and District Magistrate has issued a noise ban order to control the police and administrative officers in view of the elections in the district, examinations of school and college students and the extreme troubles of the common citizens including the sick and the elderly due to noise.

This ban will remain effective in the entire Sarangarh-Bilaigarh district till further orders. Under this, the use of loudspeakers is completely prohibited from 10 pm to 6 am. Sound amplifying devices can be used normally after obtaining permission from the competent officer, but the use of sound amplifying devices is completely prohibited even in normal circumstances within a distance of 100 meters from educational institutions, residential areas, hospitals, nursing homes, court premises, government offices, hostels, municipal premises, district panchayat and offices of any other local body, banks, post offices, telephone centers etc. In extremely necessary circumstances, sound amplifying devices can be used at low speed after obtaining written permission from the competent officer, but before giving such permission, the competent officer will give written permission only after fully examining the special circumstances of the area, public convenience and public peace etc. and by properly using his discretion.

Permission for the use of sound amplifying devices in necessary circumstances will be given by SDM, Tehsildar Revenue Competent Officer and where there is no headquarters, it will be mandatory to obtain written prior permission of the concerned police station in-charge for rural areas. Using the powers conferred in Section-04 of Chhattisgarh Noise Control Act, 1985 and Sound Pollution Rules, 2000, it is completely prohibited to use or get loudspeakers used in areas outside the limits of Nagar Palika and Nagar Panchayat and in other areas which fall under the limits of Nagar Palika or Nagar Panchayat. Sound amplifiers can be used in special circumstances after taking permission. But such loudspeakers will be of ordinary type and will be used at medium volume only. Keeping in view the public peace, the use of long-necked loudspeakers is completely prohibited. Installing more than one loudspeaker in groups is also prohibited.
