NGO providing training committed fraud, notice issued to return Rs 9 lakh 45 thousand

Surguja. In the past, many complaints had been made about a scam of Rs 9 lakh 45 thousand in the name of electrician training to 27 Pahari Korvas in Ghoghra, Govindpur and Salyadih of Batauli development block. There was a stir among the officials after the complaint. An investigation committee was formed in a hurry. In this investigation committee, AL Dhruv Additional Collector, DP Nagesh Assistant Commissioner Tribal Development, Lalit Patel District Employment Officer conducted the investigation and submitted the report to Collector Surguja.

It was mentioned in the investigation report that a 3-member investigation team was formed to investigate the complaint as per Collector Surguja’s letter number 1582 PKOVABHI/2023. On March 19, the complaint regarding electrician training to Pahari Korwa families in Ghoghra, Govindpur, Salyadih was investigated at the spot. In which oral and written statements of the beneficiaries who received training were taken. Everyone said in the statement that they received training in Anganwadi building Ghoghra for only 3 days. During this period, a screwdriver, breakfast for two days and food for one day were given.

Sarpanches said that training took place for three days

Sarpanch Bahal Ram of Gram Panchayat Ghoghra, Sarpanch Veer Vijay Minj of Govindpur said that three days training was conducted. No electricity related material has been given to the beneficiaries. The sarpanches further said that they were called to the district panchayat Batauli to sign the satisfaction certificate. It was there that all three of us were signed.

Proposal to take action against the Chief Executive Officer in the investigation

The investigation report said that the training NGO Rural Literacy Service Institute, Ambikapur, committed a scam by providing electrician training to the Pahari Korvas by giving them 45 days training in just three days. Chief Executive Officer Batauli was to be issued monitoring and satisfaction certificate of all the works. But he did not discharge his official duties completely due to which the concerned beneficiaries could not get the benefits of the said scheme, hence it is proposed to take departmental action against him.

Proposal for action against Sarpanches under Panchayat Act

Collector’s office issued a letter to Sub-Divisional Officer Sitapur proposing to take action under Panchayati Raj Act for giving wrong satisfaction certificate by Gram Panchayat Ghoghra Sarpanch Bahal Ram and Manmohan Ram and Gram Panchayat Govindpur Sarpanch Veer Vijay Minj and Tholo Ram. refund notice

After the investigation revealed that Rural Literacy Service Institute Ambikapur was running a scam in the name of training the Pahari Korvas, the administration is now sending a notice to return the amount given. It has been said in the notice that the amount should be returned within 3 days otherwise action will be taken.

District Panchayat Batauli Chief Executive Officer L N Sidar said that a notice has been sent to the NGO director to return the amount. If the amount is not returned, a criminal case will be registered.
