New SOP issued for apartment registration in Odisha; process to become more transparent and simplified.

Odisha: The government has taken a significant step to make the apartment registration process in the state more transparent, simple, and uniform. To this end, the Revenue and Disaster Management Department and the Housing and Urban Development Department have jointly issued a Standard Operating Procedure (SOP).
The objective of this new SOP is to eliminate the complexities and varying interpretations associated with apartment registration in the state. Previously, confusion often arose at various levels due to differing interpretations of the provisions under the Odisha Apartment (Ownership and Management) Act, 2023, the Real Estate (Regulation and Development) Act, 2016, and the Registration Act, 1908. The new SOP seeks to establish coordination among these various legal frameworks.
The government states that this initiative will standardize the apartment registration process across the state, sparing citizens from unnecessary delays and technical hurdles. It is also expected to enhance transparency and trust within the real estate sector.
Under the new SOP, apartment registrations have been categorized into three main groups. The first category covers the resale of pre-RERA apartments. The second category includes the first sale of unsold flats in pre-RERA projects. The third category comprises post-RERA apartments.
Specific lists of required documents, verification procedures, and registration conditions have been clearly defined for each category. This will make it easier for applicants to understand the documentation required and the procedures to be followed for different types of apartments.
The Revenue and Disaster Management Department and the Housing and Urban Development Department have stated that the implementation of this SOP will improve coordination among various government offices and increase transparency in the registration process.
