Negligence in the implementation of SC sub-categorization in Singareni?

There is criticism among the labor community that the management is neglecting to fully implement the SC sub-categorization in Singareni Collieries Company Limited (SCCL) as per the Scheduled Castes Rationalization of Reservations Act-2025 (Act 15 of 2025) brought into force by the Telangana government. The state government brought this act into force through the gazette on April 14, 2025 and issued clear guidelines to implement reservations by dividing the SC categories into Group-I, Group-II, and Group-III in jobs, promotions, and educational fields. However, although this policy is being partially implemented in Singareni in the case of promotions in the executive category, the employee unions allege that the SC sub-categorization is not being fully implemented, especially in the promotions of NCWA employees.
Although the government has clearly stated that the calculation of reservation in promotions should be done by sub-categories in each cadre and not by adding up the total of 15 percent, the workers are expressing their concern that this policy is not being followed in Singareni. Similarly, the employees are citing the fact that the details related to SC sub-categories are not recorded in the personal files and service records of the employees as another major flaw in the implementation of the law. It is reported that the welfare associations of Scheduled Caste employees of Singareni Collieries have submitted several requests to the management on this issue.
Employees are expressing their concern that the management has not taken appropriate action even after almost a year since the law came into force. Employees are expressing concern that justice is not being done to the sub-categories who should benefit from the law due to the non-implementation of the SC sub-categorization. They are demanding that the promotion policies and roster systems be immediately revised as per the government guidelines and the law be fully implemented. An official response from the Singareni management is awaited on this.
