Chennai: Assembly Speaker’s directive following protocol row.

Tamil Nadu: Amidst controversies regarding protocol and the respect accorded to elected representatives at local government events, Assembly Speaker J.C.T. Prabhakar has issued clear directives to the Chief Secretary. He has instructed that appropriate guidelines be sent to all local government bodies to prevent such situations from recurring in the future.
The directives mandate ensuring that MLAs are invited in a timely and proper manner to local government events. Furthermore, their office and rights must be fully respected during their presence at these events. The Speaker emphasized that upholding the dignity of elected representatives and adhering to protocol are integral parts of the administrative system, and any negligence in this regard is unacceptable.
This issue arose during the inauguration ceremony of a school building in the Thiru.Vi.Ka. Nagar Assembly constituency in Chennai. A dispute regarding protocol occurred between Chennai Mayor Priya Rajan and Thiru.Vi.Ka. Nagar MLA M.R. Pallavi during the event. Disagreements concerning invitations and dais arrangements led to the matter becoming a topic of discussion at both political and administrative levels.
Following the dispute, MLA M.R. Pallavi had submitted a privilege motion. However, Speaker J.C.T. Prabhakar announced in the House on Monday that the motion would not be pursued further.
The Speaker also moved a resolution in the House regarding this matter. He stated that, as the Assembly Speaker, it is his duty to protect and effectively uphold the privileges and traditions of the House members. He noted that the order of precedence for various positions and constitutional functionaries is determined by government-set protocols, implemented based on the “Warrant of Precedence.”
He clarified that this system is not merely a formality but an essential part of the administrative and constitutional framework that must be adhered to at all levels. According to the Speaker, local bodies and government departments must ensure that the rights and dignity of elected representatives are not violated at any event. This entire episode has reignited the debate regarding protocol arrangements and the respect accorded to public representatives in the state. Questions are being raised at various levels about how effectively the established rules concerning invitation procedures and dais arrangements for local events are being followed.
According to administrative sources, following instructions issued to the Chief Secretary, a detailed circular regarding this matter will be issued to all departments and local bodies to prevent such disputes in the future.
Political observers believe that this issue is not limited to a single event but concerns the balance between the role of public representatives and administrative protocols. Consequently, there is an emphasis on the need to strengthen coordination between the government and local bodies.
It is expected that, following the current directives, a clearer and more systematic procedure will be implemented for the participation of MLAs and other public representatives in local government events, thereby preventing such disputes.
