Big boost for 2 lakh Coal India employees; house rent allowance increased

Ranchi. Relief news has emerged for the non-officer cadre employees working in Coal India Limited and its subsidiary companies. The company management has decided to increase the rates of House Rent Allowance (HRA) of the employees. In this regard, an order has been issued by Coal India Headquarters and instructions have been given to all the subsidiary companies to implement the new rates. This decision is expected to provide financial benefits to more than two lakh employees of Coal India and its subsidiaries across the country. At the same time, more than 65 thousand coal workers working in Jharkhand will also benefit from the increased allowance.
Under the new system, employees will get more HRA as per their basic salary and category of the respective city. This will increase the monthly income of employees. According to available reports, this amendment may give eligible employees an additional amount ranging from around Rs 400 to Rs 1,500 per month. However, the actual amount of the increase will depend on the basic pay and eligibility of the employee.
Will you get increased allowance from 1st September or 1st October?
Human Resources Department of Coal India has issued office order related to HRA amendment on 22 October 2026.
In many reports published on the basis of this order, it has been informed that the new rates will be effective from September 1, 2026. At the same time, in some reports, October 1, 2026 has been mentioned.
Therefore, final confirmation regarding the effective date will be required from the official office order of the concerned company.
However, similar information has been given in the published reports regarding the new rates of HRA. According to this, the house rent allowance of employees in X, Y and Z category cities has been increased.
Profit of Rs 400 to Rs 1500 every month
With the increase in HRA, employees are expected to get additional financial benefits every month.
For example, if the basic salary of an eligible employee is Rs 50 thousand and he is working in an X category city, then in the old system he used to get HRA of Rs 12 thousand.
If the new rate is 27 percent, he will get house rent allowance of Rs 13,500. Thus his monthly HRA will increase by Rs 1,500.
Similarly, the HRA of an employee in Y category with a basic salary of Rs 50 thousand will increase from Rs 8,000 to Rs 9,000.
At the same time, in Z category, HRA on the same basic salary will increase from Rs 4,000 to Rs 4,500.
These are examples only to explain the calculations. Actual payment will be as per the eligibility of the employee and applicable rules.
Relief to more than 65 thousand workers of Jharkhand
This decision of Coal India is expected to benefit thousands of employees working in the coal fields of Jharkhand.
A large number of employees are employed in various projects of companies like Bharat Coking Coal Limited (BCCL), Central Coalfields Limited (CCL) and Eastern Coalfields Limited (ECL) in the state.
Eligible employees working in Dhanbad, Bokaro, Ramgarh, Hazaribagh and other coal producing areas of Jharkhand can get the benefit of revised HRA.
Housing expenses form a significant part of the monthly budget for coal workers and their families. In such a situation, the increase in house rent allowance is likely to provide financial relief to the employees.
Decision taken after increase in dearness allowance
The revision in the rates of House Rent Allowance in Coal India is related to the increase in Variable Dearness Allowance i.e. VDA.
The company had increased the VDA of non-officer employees of the Pay Board to 26.8 percent from September 2026.
This rate had exceeded the prescribed limit of 25 percent. After this, the HRA rates were changed under the provisions of the 11th National Coal Wage Agreement.
As per the information, the new rates have been approved based on Clause 8.1.3 of NCWA-11 and related implementation instructions.
The objective of this amendment is to provide prescribed economic benefits to the employees as per the provisions of the wage agreement.
Instructions issued to all subsidiary companies
Coal India Headquarters has sent instructions to its subsidiary companies regarding implementation of the revised HRA.
These include major companies like BCCL, CCL, ECL, South Eastern Coalfields Limited, Mahanadi Coalfields Limited, Northern Coalfields Limited and Western Coalfields Limited.
The concerned companies will have to calculate the salary and allowances of the eligible employees as per the revised rates.
The benefit of the new rates will be available to those employees who fall in the non-officer cadre of the Pay Board and fulfill the prescribed conditions for receiving HRA.
Old terms and conditions will remain applicable
Coal India management has clarified that apart from the revision in HRA rates, no other changes have been made in the existing rules related to eligibility and payment.
This means that employees will have to follow pre-determined conditions to receive house rent allowance.
Employees who have been provided accommodation as per company rules or in whose case different arrangements are applicable, their eligibility will be decided on the basis of the relevant provisions.
Therefore it is not necessary for all non-executive employees to get the same amount.
Employees’ monthly budget will get strengthened
The increase in HRA is being considered as an important economic relief for coal employees. Amidst rising inflation and housing related expenses, additional allowance is hurting the monthly budget of employees.
