Politics heats up over Rahul Gandhi’s debate challenge; Venugopal raises questions

Thiruvananthapuram. Senior Congress leader and Chairman of Parliament’s Public Accounts Committee (PAC) KC Venugopal has expressed the need to make parliamentary committees more effective to ensure transparency and accountability in government expenditure. He said that it is necessary to seriously review how government funds are being used and to what extent the benefits of various schemes are reaching the common citizens. Meanwhile, he has also raised questions on the political controversy related to Congress leader Rahul Gandhi’s challenge to Prime Minister Narendra Modi for an open debate. During the two-day All India Conference of Chairmen of Public Accounts Committees held in Thiruvananthapuram, Kerala, Venugopal stressed on strengthening the parliamentary monitoring system. The conference was inaugurated by Lok Sabha Speaker Om Birla on 3 November. Representatives from Parliament and Legislative Assemblies of various states and union territories participated in it. The objective of the conference was to improve the system of monitoring and financial accountability of the use of public funds.
Need to strengthen monitoring of government expenditure
Venugopal said that government expenditure on development schemes, infrastructure and public welfare programs is continuously increasing in the country. In such a situation, it is necessary to ensure that the allocated funds are used for the prescribed purposes and the expected results of the schemes are also achieved. Describing the role of Public Accounts Committees as important, he said that their job is not only to look at the accounts of government expenditure, but also to identify administrative shortcomings and give necessary suggestions to remove them. PAC plays a major role in the parliamentary review of the financial functioning of the government. It examines various financial matters including the reports of the Comptroller and Auditor General (CAG). Time-bound action on the recommendations of the committee can help in better utilization of public resources.
Demand for comprehensive discussion on PAC reports in Parliament
Venugopal also stressed that important reports of Public Accounts Committees should get adequate weightage in Parliament and Assemblies. He said that a serious discussion on the irregularities and administrative weaknesses revealed in the reports can increase the accountability of the concerned departments. He believes that monitoring the action on the recommendations of the committee is as important as preparing the report. If there is not adequate discussion or action on the reports after they are presented, the objective of parliamentary monitoring is not fully achieved. Venugopal had also expressed concern over the absence of chief secretaries of six states at a recent PAC meeting. He linked the issue to administrative accountability towards parliamentary committees.
Emphasis on audit of schemes like health and education
Venugopal also raised questions on the priorities of the CAG’s audit process. He said sectors related to health, education and home affairs see less number of audits compared to sectors like defense and railways. According to him, effective review of schemes like Poshan Abhiyan, Samagra Shiksha Abhiyan, Swachh Bharat Mission, Jal Jeevan Mission and Pradhan Mantri Awas Yojana is necessary. He also raised the issue of delay in the proposed audit related to the National Highway Authority. Venugopal said that delay in audit hampers the process of identifying deficiencies and taking corrective steps.
Politics intensifies on Rahul Gandhi’s challenge of open debate
On the other hand, the rhetoric in the country’s politics is intensifying regarding Rahul Gandhi’s challenge to Prime Minister Narendra Modi for an open debate. Rahul Gandhi has proposed a debate before the Prime Minister on a public platform. He said that both the leaders can discuss issues of national importance in the presence of media and youth. Rahul Gandhi has raised questions on many issues including the India-US agreement, the country’s financial system and allegations related to foreign influence. However, these are political allegations of the Congress leader, which have not been independently confirmed. Questions are being raised from the Congress as to why the Prime Minister is not accepting the challenge of this debate. Venugopal has also supported this political campaign of Rahul Gandhi. However, the main theme of his address at the PAC conference was accountability and parliamentary oversight of government spending.
BJP responded, challenged to discuss in Parliament
BJP leaders have also retaliated on Rahul Gandhi’s challenge. Union Finance Minister Nirmala Sitharaman said that Parliament is the appropriate forum for debate and Rahul Gandhi, as the leader of the opposition, should raise the issues there. Union Home Minister Amit Shah has also challenged parliamentary discussion on issues related to Special Intensive Revision (SIR) of voter lists and electronic voting machines. In this way, both the parties are demanding debate from each other, but there are differences regarding the platform and topics of debate.
Discussion focused on accountability and transparency
The PAC conference and the debate challenge given to the Prime Minister are different subjects, but at the center of both is the question of government accountability. On one hand, Venugopal is advocating strengthening parliamentary review of the use of public funds, while on the other hand, Rahul Gandhi is demanding public answers from the Prime Minister on national political issues. Now it remains to be seen what further initiatives are taken on the suggestions made in the conference to strengthen the Public Accounts Committees. Also, there is tension between the ruling party and the opposition regarding Rahul Gandhi’s challenge of open debate.
