Dehradun: To tackle the growing problem of stray and aggressive dogs in Uttarakhand, the state’s first dog pound will be established in Haridwar. The project aims to safely segregate dogs deemed aggressive, those with a history of repeated attacks on people, or those considered a threat to public safety. This will be the first permanent facility of its kind in the state.
Municipal bodies and relevant departments believe that this initiative will ensure public safety while also allowing for humane treatment of aggressive dogs. Instead of being harmed unnecessarily, these dogs will be kept in a safe and controlled environment.
Why is a dog pound needed?
Over the past few years, incidents of stray dog ​​attacks have increased in several Uttarakhand cities, including Haridwar. Attacks on children, the elderly, and morning or evening walkers have become a particular cause for concern.
In light of persistent complaints and rising dog-bite cases, the administration has decided to create a separate arrangement for such aggressive dogs to ensure the safety of the general public.
Lifelong care and safety
The proposed dog pound will house dogs identified by experts as highly aggressive or habitual attackers. These dogs will not be released back into the open; instead, arrangements for their care, food, and medical treatment will be made within the center itself.
The administration states that the objective of this system is not animal cruelty, but rather striking a balance between public safety and animal welfare.
Equipped with modern facilities
The dog pound will feature separate enclosures for the dogs, along with arrangements for regular meals, clean drinking water, veterinary care, and monitoring. Necessary facilities will also be provided for the treatment of sick or injured dogs.
Additionally, trained veterinarians and caregiving staff will be deployed to ensure regular monitoring of the animals.
Sterilization and vaccination drives to continue
The administration has clarified that the dog pound is intended solely for aggressive dogs. Sterilization (ABC program) and anti-rabies vaccination drives for ordinary stray dogs will continue as before. Experts believe that measures such as sterilization, vaccination, and waste management prove more effective in the long run for controlling the stray dog ​​population.

Locals state that the establishment of dog pounds will bring relief to areas where aggressive dogs create an atmosphere of fear. It will also enhance the safety of school-going children, devotees, and tourists.

Experts maintain that any decision to permanently isolate an aggressive dog should be based on an assessment by veterinarians and relevant officials. Furthermore, compliance with regulations regarding the prevention of animal cruelty and animal welfare will be essential.
