In the presence of General Observer of Urban Body Elections Iffat Ara and Election Expenditure Observer Sunil Gajbhiye, a meeting of representatives of political parties and candidates was held today in the auditorium of Red Cross Bhawan located in Collectorate. Collector and District Election Officer Dr. Gaurav Singh, SSP Dr. Lal Ummed Singh, Municipal Corporation Commissioner Abinash Mishra, District Panchayat CEO Vishwadeep and Deputy District Election Officer Umashankar Bande along with other concerned officers were present in it. General Observer Iffat Ara said that all the candidates and their representatives should follow the rules and code of conduct. They should also be aware of the rules. In case of any kind of confusion, they can seek guidance from their Returning Officer. He said that during the election, permission for offices, meetings, rallies, vehicles etc. should be taken from the concerned Returning Officer. The prescribed expenditure limit made during the election should also be followed. Ara said that the election of Raipur Municipal Corporation is to be held with Electronic Voting Machine i.e. EVM. All the candidates and their representatives, Mayor, Chairman and Councilor candidates should have technical knowledge of the voting process through EVM. The general observer also asked to give proper training to the polling and counting agents.
In the meeting, Election Expenditure Observer Sunil Gajbhiye informed that the maximum expenditure limit of a Mayor candidate in Raipur Municipal Corporation area is Rs. 25 lakhs. They will have to show all income and expenditure within this limit. The expenditure will be made from the same special bank account which has been presented during the nomination. During the entire election, no person can be given more than ten thousand rupees for a single work in the form of cash. He said that the expenditure will be calculated on the basis of the rate list issued by the District Election Officer. Expenditure receipts will also have to be attached in the information of expenditure account. Three formats A, B and C have been issued to the Mayor candidate for the information of expenditure. All expenses will have to be shown and presented in this. During the entire election process, the candidate will have to present his accounts (Format A only) for inspection at least twice. Candidates will have to submit the final statement of expenditure account within 30 days of the declaration of election results.
The District Election Officer and Collector told all the candidates and their representatives present on this occasion to conduct the local body elections in an atmosphere of mutual harmony and cordiality. Giving detailed information about voting through EVM machine for Raipur Municipal Corporation constituency, Dr. Gaurav Singh said that for the post of Mayor Chairman, voters will be able to cast their vote by pressing the open button in front of the name of the candidate of their choice in the white label displayed in the EVM. As soon as the voting is done, a small beep sound will come from the EVM. This small beep will mean that the voter has cast his vote for the Mayor. After this, for the post of councilor, voters will be able to cast their vote by pressing the open button in front of the name of the candidate of their choice in the pink label displayed in the EVM. A big beep sound will come after the voting. This big beep will mean that the voter has cast his vote for the councillor. SSP Dr Lal Ummed Singh said that law and order should be followed during the elections. If anyone has any problem, inform the police. Political parties should obtain permission for rallies, meetings etc. from the concerned authorized officer. Do not organize any rally or procession without permission. Also, use only as many vehicles as are permitted.
